Added the second proposition for the controlled concurrent requests and merged from the updated testnet branch

This is still relevant, and I appreciate you keeping this PR open. We will need to implement individual validator batching in the near future as we integrate with external queries and load. Once we have a couple of major updates applied, we'll circle back here to integrate
