This pull request adds a Devcontainer configuration to streamline the development process. The changes include:

Adding .devcontainer/devcontainer.json with the container settings.
Including a Dockerfile for the container with necessary dependencies.
Including Docker compose file for development environment with attached database.
Updating the documentation with usage instructions.
