We want to simplify our billing. S3 is our only AWS service and is currently costin ~2$ per month. Let's kill this and consolidate on Azure

Acceptance Criteria:

New images submitted go to azure blob storage
Environment settings and such are updated to accommodate usage of blob storage
Migrate past images to blob storage
