this is probably more of a milestone than a feature request.
on a basic level, we could take the data already collected and add user contact info. boom, thats a 311 complaint. or, in steps -
1) add reg / login to store user info 2) have a mechanism for turning off 311 submission access per user in case of abuse. 3) submit info.
