This is the prerelease update of the plugin.

Modified the readme file, we'll need to add assets once the plugin is live
Made phpcs fixes
Added coding standards and updated composer
Added plugins page settings link
Modified the manifest constant so that it's usable on PHP 5.6 since constants cannot contain array on PHP < 7

I've updated all the JS packages, fixed some issues and fixed PR comments. I've updated both Readme.txt and Readme.md, so it has some instructions.

I've tested this on my local test Twentytwenty theme and everything seems to be working (popup and option saving).

I haven't tested the actual loading functionality, but if this worked before it should be working now as well.
