fluvio cluster stop. will terminate all running processes or pods but leave data intact. they can be resume on:

fluvio cluster resume

If cluster is already running, no ops.
if no existing cluster state and cluster is not there, install new one.
if cluster state is present and cluster running processes are not there, start new one with old data

Maybe for stop we can just set replicas to 0.
