feat(ui): change layout of InfluxDB administration pages to occupy full page width #5920

This PR reorganizes InfluxDB administration pages to occupy full page width, so there is more space for longer texts (such as queries) and a table-style role/permission management (as requested by https://github.com/influxdata/chronograf/issues/5834). InfluxDB administration tabs are newly organized at the top of the page.
