firstMile: make Subway Nav generic enough to be reused

The new subway nav component is being used in both the firstMile and Cloud Native Data Ingest/nifi projects.

This is a catchall/placeholder ticket to represent the work of moving it from the places its being used in the ui project to clockface, make it sufficiently generic, and then have those two projects remove their divergent implementations and use this one.

• [x] Create a generic version of SubwayNavigation in UI
• [x] Move the generic version from UI into Clockface
• [x] Pull the Clockface version into the UI
