We need a load state for dropdowns in which the list takes a long time to load. For example, in the new Data Explorer when a user selects a bucket with several thousand measurements it takes a while for the measurements list to load, but there is no indication of the load activity currently. We need a loading state for dropdowns to solve for this issue.
