Add new notification endpoints #1198

New notification endpoints will be available in the UI:

@timhallinflux What pricing plans will these be available to on Cloud?

I believe we are going to make both of these "free". @bpalani will need to review and confirm.

Telegram is now available, behind a feature flag. It should be free.
