Provide explicit instructions to start the CLI #4515

Add step to "start the cli" before "use the cli" --perhaps can be combined to "start and use"

You have access to the CLI any time you open a terminal. Do we need to explicitly state "open a terminal"? I wonder if this person was running Influx on Windows. Do we want to add a section on running CLI commands in Windows?

We could be could do that too.... ...I think it'd be helpful to have a section called "Start the CLI" or "Start and use the CLI"

with the "Use influx CLI commands" section right after "Set up the CLI" we kind of skip that part
