Clarify how to create a user/permissions in InfluxDB admin config doc #4523

Add a note to the config doc above to "create users and set user privileges" https://docs.influxdata.com/influxdb/v1.8/administration/authentication_and_authorization/#user-types-and-privileges

@kelseiv I think it would be good to have a separate doc on managing users like we have in 2.x - this info is buried in the authentication and authorization doc and not easy to search for.
