Telegraf v1.30.0 and v1.30.1 #5407

Closes #5405

A user reported that the Telegraf 1.30.0 release notes are missing. This resolves that issue, but also sent me down a bit of a rabbit hole. I completely restructured the Telegraf commands section to show all of the commands available in the telegraf client.

@powersj I noticed when I updated Telegraf (via Homebrew), it pulled a 1.30.1 package, but that isn't listed in the Github releases. Did release notes not get generated for 1.30.1 or is this something unique to Homebrew?

Someone pointed out this morning that I had 1.30.1 as a draft and had yet to release it. It should be up now: https://github.com/influxdata/telegraf/releases
