chore: add resolutions for loader-utils #827

chore: resolve loader-utils 2.0.x to ^2.0.3
chore: resolve loader-utils 1.x to ^1.4.1

These resolutions should be able to be removed once giraffe moves to webpack5, which allows other devDependencies to be upgraded. For now, resolve loader-utils to 2.0.3 and 1.4.1 to address dependabot.
