feat(idpe-15219): remove pinneditemsd service

Part of https://github.com/influxdata/idpe/issues/15219

PinnedItems service is no longer consumed in UI. Delete this service from openapi.

AFTER MERGE:

• will update SHA in UI
• will put up PRs for service removal from IDPE and k8s-idpe
