This PR contains the following:

Include run-kapacitor script to update the config and start up the Kapacitor service
Update install-kapacitor script to install run-kapacitor script in /opt/kapacitor/bin
Update install-kapacitor script to disable Kapacitor service so it doesn't start up on first instance boot
