atlas_patch was built in as baked-in-repo (grpc-gateway) utility to handle custom swagger implementation.
To use the opensource grpc-gateway repo the utility was decoupled into a separate go utility (atlas-openapiv2-patch).
Added recipes to leverage the new independent utility and pave way to use opensource grpc-gateway
