Pysnmp 4.3 is still broken for the Liberty release #7

Need to fix the requirements at < 4.3.0 same as Kilo.

This caused an issue while @phil-infoblox was trying to get this up and running for a demo. This is because it looks like https://bugs.launchpad.net/ceilometer/+bug/1504588 was never back ported to Liberty.

tested workaround to enable pollster functionality is to manually install older pysnmp using pip as: "pip install pysnmp==4.2.5"
