Add module for NIOS vlan objects #170

Added a module for creating, deleting and updating vlans.
Supports all fields from the wapi.
Supports parents for vlan view and vlan range.
Unit Tests are still missing, however i dont have time for that.

Maybe this solves the feature request from #44.
