IdsText: Tooltip is misplaced in certain scenarios #2577

Describe the bug tooltip attribute seems to be misplaced

To Reproduce Steps to reproduce the behavior:

  1. Go to https://main.wc.design.infor.com/ids-text/example.html
  2. I edited the example.html I added overflow, tooltip and tooltip placement in the first sample by zooming in (by about 250%) on the page and activating overflow.
  3. The tooltip attribute seems to be misplaced.

Expected behavior The tooltip is supposed to be close to the text itself and does not clip or is too far from text.
