If we have these VPS move measurements:	VPS move score	Time
2	6:10
0	6:20

Do we:

Take the highest - final label for 6:00 is amber (2) - shows what is the worst pain someone is in that hour, even if they later got better
Take the latest - final label for 6:00 is green (0)? - shows the most recent assessment so responds to live actions on the ward

Discussed in standup 1st Nov - confirmed we always want the latest, other conditions only apply to measurements with the same timestamp
