Write a deisgn doc (complete with block and sequence diagrams) describing the Obligato + Quartz integration.

[ ] Proposals to address problems surfaced in web3 liquidity demo (see Notion page)
[ ] API requirements from Obligato
[ ] Proposal for Key management on Obligato
[ ] Block and sequence diagrams

Closing for now as not planned. Might be better to categorize this under the Cycles Protocol / broader Quartz work.
