Fix connection OpenAck relaying from Cosmos to Sovereign #370

The test currently fails with the error:

ICS03 Connection error: the consensus proof verification failed (height: `948346592-37`), client error: `ics23 verification failure error: `proof verification failed``

This might be the same failure in #360.

This has been fixed in #360.
