VDD steps, deliverables and responsibilities for IBC Connection Module and Relayer #2

Map the different steps and deliverables in the manifesto for IBC projects. Just one issue for now until it is clear we can separate the connection module and the relayer parts. Make an attempt to specify more concretely what is going to be covered under each sections in the manifesto.
