Integrate mod_webauthn env-based context fetch #30

Support mod_webauth for /hatrac location and get client context from environment instead of calling into webauthn provider code from Hatrac.

I committed this experiment for hatrac. In my manual testing it works as expected with or without the mod_webauthn environment being present for the wsgi_hatrac.conf controlled Location.
