Buggy z-plane behavior in Firefox #74

To reproduce the bug,

Open a multi-z image (https://dev.rebuildingakidney.org/chaise/viewer/#2/Gene_Expression:Image/RID=16-2GJM)
Navigate to a z-index image that doesn't have any annotations (let's say z-index=0)
Navigate to another z-index image with annotation (z-index=1)
After switching to an image with annotation, the annotation panel is opened. At this point the page-size logic for the z-plane will break in most cases and will show a scrollbar instead.

With the recent change to the heuristics this issue is not reproducible anymore. I'm not going to close this in case yet until proper testing.

I haven't experienced this issue ever since I wrote the previous comment. I'm going to close this issue and we should create a new one if the issue persists.
