Annotation drawing stops after selecting anatomy

Steps to replicate

1. Go to any image.
2. Click on new
3. Select any drawing tool
4. Draw the shape
5. Select an anatomy from the left menu. (Select one, just opening and closing the anatomy window will not cause this error)
6. Draw the shape.
7. Now try drawing again.

As you will notice that you can no longer draw that shape, even though it is still selected. Dragging on the image cause the image to move, which is the function of the cursor.

Following the above steps for any other field in the form on the left side, does not cause this error.
