Pangeo on AzureML #7

For future training we should be able to AzureML as a platform. This can either be using the traditional Pangeo JupyterHub approach being worked on by the Alan Turing Institute, or we can use standard AzureML plus Dask Cloud Provider https://cloudprovider.dask.org/en/latest/azure.html

just this runs basically, as discussed in #10, with some follow up issues #13 and #14. We should also think about demonstrating some more AzureML specific features?? maybe azure data lake or database features?
