refactor the scripts and notebooks to be able do processing for an event by specifying a config file (e.g. JSON format), which specifies what data to access. Config contains

date range
area
datasets? Variables?

I have now refactored the scripts to run the extraction part, but I haven't yet incorporated the prepare step from the relevant notebooks.
