Create basic ML experiment to use for exploring MLOps tools #6

It would be good to use the initial storm Dennis data to create a fairly simple ML pipeline which can serve as a use case to test out which ML Ops tools are most useful for this project.

This might be something for @hannahbrown7 to explore in the next few weeks?
