Add "denoted by" as inverse property of "denoted" #206

IAO can current be used to assert 

thing denotes entity

With "denoted by" we could assert and infer the inverse

entity "denoted by" thing

This is useful when locating entities by their identifiers. For example, find the journal denoted by ISSN 0036-8075. Also useful for identifying the identifiers of an entity. For example, find my identifiers.

With the new term "denoted by", IAO_0000219 can be updated to indicate it has an inverse property "denoted by"

This issue was brought up on the information-ontology mail list (Feb 22) with only positive responses so will move forward with adding to next release.

"denoted by" added with domain: entity, range: ICE (not thing)

"denoted by" with ID: IAO_0000235 is available in IAO release made on 2019-06-07.
