loosen scalar measurement datum axioms #241

Per issue # https://github.com/obi-ontology/obi/issues/1276, these axioms are archaic, they were outdated with introduction of axiom: 'has value specification' some 'scalar value specification' in OBI. Removing 'has measurement unit label' min 1 Thing Removing 'has measurement value' min 1 rdfs:Literal

This pull request requires community feedback as to whether it will create any downstream problems.

@ddooley Could you please create an issue tracker associated with the pull request? So, IAO developers can know the change you made and the reason why you made it. You can say if no objection in 1 or 2 weeks, you will merge the request. But it would be better to assign an IAO developer to review it before merge the request. Thanks!
