Remove empty `rdfs:comment` from `IAO:0000219` #271

Hi!

This PR removes an empty rdfs:comment from the IAO:0000219 object property. This empty tag was causing the generation of an annotation to an anonymous individual rather than a string literal and could cause issues with OWL parsers.

This is was I got with make release, the current version of IAO already contains OMO annotation properties, so I suppose these are just new ones from the latest version of OMO
