Alan, the emphasis and other aspects are often important. For example, italics often convey the difference between a gene and a gene product, or between two genes with the same name from different species.
Furthermore, most textual characteristics can carry meaning, even capitalization (consider Polish versus polish).

I thought following the call a couple of weeks ago we agreed that textual entities can live at the FRBR manifestation level, which avoids having to address all the thorny problems that Barry raises with respect to the "third thing" that two different manifestations of the same work might share. Some other aspects of the FRBR model (the work, the expression, publishers) are OK with me, too, although others I don't like (the difference between is-created-by is-realized-by and is-produced-by, or their rather overloaded has-as- subject, better modeled by our is-about)

OBI is comfortable working with manifestation level entities. There will be a subclass of document, tentatively called "report" that are documents that are created as part of the documenting process of an investigation. Parts of documents will not be differentiated by purpose.
