New Annotation Properties : 'obsoletion candidate' ; 'excluded from QC check' #96

The following Annotation Properties were added in Mondo. These properties might be useful to broader communities and therefore, it might be useful to add them to OMO.

excluded from QC check (http://purl.obolibrary.org/obo/mondo#excluded_from_qc_check) obsoletion candidate (http://purl.obolibrary.org/obo/mondo#obsoletion_candidate)

OMO has AP: http://purl.obolibrary.org/obo/IAO_0006012 scheduled for obsoletion on or after

I think it is similar to 'obsoletion candidate'

@zhengj2007 These AP have different meanings, and we needed to make the distinction.

'obsoletion candidate' means that a term might get obsoleted. The community has a chance to comment and make a case against the obsoletion.
'scheduled for obsoletion on or after' (which we also use) means that the term obsoletion has already been discussed and approved, and we will move forward with it.

Got it. For the ontology I am working on did not make this distinction. We add the AP to tag the term consider to deprecate and decided to deprecation.
