Describe the bug To avoid some issues on ghost profiles we should:

[x] When deleting a user, we should 't remove rights if he is still linked to company. But we should review the rights according to the remaining linked company
[ ] When there is no more company linked, we should delete the users to avoid ghost profile
[ ] Same rules for regulators and cert
