Describe the bug Some datas are lost / incoherent

• [x] Multiple choice : Have to choose all the choices, it's not correct
• [x] Date field : the time is not kept
• [x] Geographical field : it's not kept

Better structured of impacts :

• [x] Group the impact by sector / subsector
• [x] fetch only the impact linked to the selected sectors of the incident : We also take the impacts without sectors
