Adds a python script to update index.md based on stream activity. #29

This PR adds a python script to fetch activity data from SullyGnome and sort the streams by most stream hours. The PR also refactors the way the repo operates. You now maintain index.tmpl.md for the template of the index.md file and streamers.csv containers the streamers and their "extraData" (usually YouTube) links.
