Proposed new property: Bldg:NorthAngle #183

Description here is precisely consistent w/ a RULE NEW already defined by Luke. 
 Proposed addition to SDD is so that OpenStudio can see and account for this 
property when translating model to OSM & IDF.

Bldg:NorthAngle / NAng  - decimal
Identifies the angle between the model Y axis and True North, measured 
clockwise from the Y Axis in Degrees

Note that this description is contrary to earlier discussions, where the 
rotation was described as being in the counter-clockwise direction.  The 
proposed angular direction, clockwise, is more consistent w/ conventional 
spherical coordinate systems & azimuth definition.

Please comment ASAP, as this property is to be added in the next day or two.

This property is classified (from the original RULE NEW implementation) as 
NotInput - changing to Prescribed to allow for user modification in Research 
mode.

Final mods made some time ago - addition of BldgAz property which can be 
specified by the user, combined w/ NAng (not input) which has already been 
integrated into several other surface geometry rules.
