InfSchRef assignment for Unconditioned spaces #187

Issue related to  __user interface / _X_defaulting / _X_energy simulation

What steps reproduce the problem?

I am going through the other prototypes to see how they are evaluating with the 
latest rules/CBECC processor.  I stumbled across an issue causing the 
simulation to fail:

The "Attic" space of the 00200 model has a Space:CondgType of "Unconditioned", 
which means there is currently no assignment of a Spc:FuncSchGrp, and hence, 
the rule sets the Spc:InfSchRef to 'UNDEFINED', while the DsgnInfRt is still 
set to a value (0.0448 cfm/ft2).  This translator sees the assignment of an 
infiltration rate, so creates an ZONEINFILTRATION:DESIGNFLOWRATE object, but 
without a schedule assigned, the simulation bombs. 
Can you look into this and decide how this should be best addressed?

What version of CBECC-NRes are you using? On what operating system?

Haven't verified, but guessing there is similar issue if the Spc:CondgType = 
"Plenum" as well.

We will modify the rule to set the schedule to "always on" for plenums and 
unconditioned spaces.  Will explicitly assign infiltration rates.
