Disable translation of Spc:HotWtrHtg properties

If issue occurs during translation, describe what steps reproduce the
problem:

Please disable translation of these SDD Spc properties listed above to OS hot 
water objects.  We are in the process of updating the SDD specification of DHW 
loads/system specifications, and until we have it sorted out, these properties 
should not be translated (getting a few simulation errors because information 
is half specified in our SDD instances).

Now that water heating is better described in the SDD, this property is still 
used.  Closing out the issue.
