Issue related to  x_user interface / __defaulting / __energy simulation

Add a new function to compute the u-factor based on a reference to a 
construction assembly. It could be called UFactor and would take a single 
argument, the name of the construction assembly, and return a real.

  Ufactor(u:ConsAssm)
