Boiler - need parasitic electricity consumption for mechanical draft boilers #217

What SDD Object:Property(s) are relevant to this issue?
Boiler:Name to be added

Explanation of addition, revision, or clarification:
We need a term to describe the electricity consumption of the mechanical draft 
fans of mechanical draft boilers. 

I'm not sure what the best name should be.  Suggestions below.

Proposed resolution:
Add a term such as one of the following: 
Boiler:ElectricParasiticLoad (Blr:ElecParasiticLd)
Boiler:ElectricSupplementalLoad (Blr:ElecSuppLd)
Boiler:MechanicalDraftElectricLoad (Blr:MechDraftElecLd)

Sorry I missed your call, on another line.

I like Option A since it is, general, but from a standards/input perspective, 
almost now one knows how much power these fans really consume. Usually, all 
that is known is the nameplate hp of the draft fan. I would suggest that we 
actually add two terms:

Boiler:DraftFanHp -> Units = hp, this would be defined in the ACM and be what 
the user inputs.  The ACM would dictate rules for how the nameplate draft fan 
power is converted to the parasitic power value
Boiler:ParasiticLoad ->  Units = W.  Definition follows E+ documentation.

SOunds good.  I will add to master update list and ask John to make 
corresponding changes to the ACM.
