5.5.9 - Slab Floor Type and related descriptors

Explanation of issue:
The ACM only specifies two classes for floors in contact with ground; :
Heated, slab-on-grade
Unheated, slab-on-grade

The SDD currently includes descriptors for two additional classifications:
Heated, slab-below-grade
Unheated, slab-below-grade

These two additional categories correspond to surfaces that do not fall into 
the classification of "on-grade which is commonly defined as withing 24" of 
exterior grade.  The latter classifications cover basement floors.

Proposed resolution:
Update ACM to address modeling requirements and heat loss assumptions for the 
two additional classifications.

I am adding these two choices. Note that the F-factor assignments for 
below-grade floors will be the same as the slab-on-grade floors, since we don't 
have any separate F-factors defined for below-grade floors.

ALSO NOTE! I am recommending a bit of a change and simplfiication to be 
consistent with the other building envelope baseline rules:  baseline floor is 
always unheated slab-on-grade or unheated below-grade floor.  This makes for a 
more stable baseline. Baseline construction is the same, but with "No 
Insulation" for an F-factor of 0.73. Let me know if this poses any problems 
with the software. I don't think it will have a significant energy impact, 
given that the baseline heated slab-on-grade floors were only slightly higher, 
but I prefer to be consistent with the other envelope components.

Fixed the CheckCode within the OpaqueEnvelope-UndergroundSurfaces.rule as well 
as the FFactor table lookup bug.
