Implement XEP-0080: User Location #331

There are more and more devices, with positioning support appear on the market. 
There are tablets, UMPCs, UMIDs, Subnotebooks, Communicators, Mobile and Pocket 
PCs, smartphones and even ordinary mobile phones are equipped with positioning 
devices. To the devices, which have no internal GPS/GLONASS receivers, they 
could be connected via bluetooth/USB or serial ports.
So, it's time to fully implement XEP-0080: User Location, which will allow 
users to exchange their current geolocation.
Full implementation should allow:
1. Display contact's geolocation information.
2. Allow user to publish his geolocation information manually.
3. Use internal/external positioning device to determine and publish 
geolocation information automatically.

This XEP should be implemented along with other PEP-based XEP's (see issue: 20).

Will be implemented in eyeCU, along with other PEP-based features. Also, eyeCU 
will display world map with contacts shown on it. Points of interest and other 
geolocation-related features will be implemented as well.

фичами, основанными на PEP. Также, eyeCU будет 
отображать карту мира, на которой будут 
показаны контакты. Кроме того, будут 
реализованы точки итнтереса и другие фичи, 
относящиеся к географическому положению.
