It has Experimental status, requires server-side support and duplicates XEP-136 
functionality. Now early to think of realization of this XEP.

The problem is Prosody implemented this module already & dropped support of 
XEP-0136.

Gajim developers make support for xep-313. https://trac.gajim.org/ticket/7364

A year has passed since the previous decision. Maybe it's time to take a new ?

YES! We want too! Server Mongoose-IM support XEP-0313. We use it.
