Support for XEP-0198: Stream Management

Stream Management support would be nice, especially for clients running on 
not-so-stable WLANs.

This protocol is not needed for desktop clients, this is for mobile clients.

XEP-0198 is not just meant for mobile clients.  It tries to make sure no 
messages get lost on flaky TCP connections.  Message loss can (and does) easily 
happen when using Vacuum-IM on a laptop that occasionally looses its WLAN 
connection, for example.  For that reason, desktop clients such as Gajim and 
Swift *have* implemented it, and the Psi guys are working on it.

However, if you have no interest in implementing it, there's nothing I can do 
:-)
