INGM-456 Ignore initial TPDO values #187

Description

Once the PDO starts, the first TPDO values are empty (with zeros). Ignore them as they are not valid Safety Slave PDUs.

This shouldn't be necessary after https://bitbucket.org/novantamotion/fsoe_master_python/pull-requests/36 is fixed.

Can you try it? It is no longer necessary. I will decline the PR.
