Merge changes from kruton/tinyfugue/widechar into ingwarsw/tinyfugue/master #8

So user kruton has a repository at https://github.com/kruton/tinyfugue that adds wide character support to tf, which would seem to be useful for sites on servers that do unicode. That branch conflicts with yours because you already made one of the changes he did, only with a slightly different function name. So I've merged all of his widechar branch changes manually, and this is them.

What about icu branch? It shouldynt be merged as well?
