@perlpunk and I are closing up the PRs for this repo before doing new stuff.

A PR template is a good idea, but this one needs better content.

https://github.com/stevemao/github-issue-templates/tree/master/conversational is a repo of examples.

I also would like these type of files to use lower-kebab-case.
